2020-5-27 · Our server performed some updates last night and this morning we came in to find it stuck in a boot -> "Applying System Configurations" -> "Configuring Updates: Stage 3 of 3. 0%" -> reboot loop. Safe Mode does not work, it still tries to configure the updates before going to the desktop.
Apr 27, 2016 · The situation was that we had a Windows Server 2012 R2 that was stuck on a “Preparing to configure Windows” loop. I didn’t take a screenshot of it but you can find an example of it for Windows 7 here. All the usual troubleshooting steps like automatic repairs and last known good configuration etc didn’t make a dent. The updates install then when I turn it back on it goes to configuring windows update - doesn't pass 0% before failure to configure and I get stuck in the reverting stage. It turns out this is a known problem if you are installing KB2533552, to get round the problem simply press CTRL+ALT+DELETE, and you will be presented with the login page.
